NOTICE IS HEREBY GIVEN that the City Council of the City of Hot Springs, South Dakota, will receive sealed written bids at the Office of the City Finance Officer in the City Hall, 303 North River, Hot Springs, South Dakota 57747 until 12:00 p.m. on Monday January 6, 2020, for the purchase of 1982 GMC General Dump Truck-350 HP Cummins Motor (needs repair) – Eaton 10 speed transmission (less than 1 year old) - 46,000 GVW-Hauler-VIN#1GTV9E4C1CV578337. The bids will be opened at the regular meeting of the City Council on Monday January 6, 2020 at 7:15PM.

Vehicle history, specifications or any other additional details about the dump truck may be obtained from the City Mechanic, Steve Alexander, who can be reached by phone at 605-890-4454, Monday thru Friday between the hours of 7am and 4pm MST.

Sealed bids must be plainly marked to identify their contents.  No bid shall be withdrawn after the filing time without written consent of the Hot Springs City Council for a period of thirty (30) days after the filing time.

The City Council of the City of Hot Springs, South Dakota, reserves the right to reject any and all bids, or to waive any formalities or technicalities in bidding, and to accept the bid that is most advantageous of, and in the best interest of, the City of Hot Springs.

Request for Proposals: Cleaning City Hall

NOTICE IS HEREBY GIVEN that the City of Hot Springs, South Dakota is seeking written proposals at City Hall, 303 North River St. Hot Springs, South Dakota 57747 until Friday November 29th at 5 p.m. for cleaning services at City Hall.

Vendors are required to submit written proposals that present their qualifications and understanding of the work to be performed. The proposal should be prepared simply and economically and should provide all the information it considers pertinent to its qualifications for the specifications listed.

Proposals should include a total monthly charge for the regular cleaning of all space in the lower level of the City Hall building (sq. footage estimate), including, but not limited to; vacuuming, sweeping, dusting, bathrooms, drinking fountain, windows, glass doors and garbage collection. Cleaning supplies will be provided by the City. All cleaning will occur during the times that City Hall is closed to the public.

It is anticipated that the agreement resulting from this solicitation, if awarded, will be a firm, fixed, not to exceed contract. The successful proposer will be presented with a contract which will require Council approval. The term of this engagement shall be for one year with an annual option to renew for additional (1) year terms, each beginning January 1st and expiring December 31st.

All proposals submitted will be reviewed and awarded at the City of Hot Springs Regular Council Meeting beginning at 7pm on Monday December 16th, 2019 at 801 S. 6th St. Hot Springs, South Dakota 57747 for the 2020 calendar year.

Council reserves the right to reject any and all proposals or to waive any formalities or technicalities in proposals, and to accept the proposal that is to the advantage of, and in the best interest of, the City of Hot Springs

Request for Proposals: City of Hot Springs Animal Boarding

The City of Hot Springs, South Dakota, will accept written proposals to furnish a location suitable and adequate to provide for the impoundment of stray animals that are apprehended by the Animal Control Officer or other proper authorities of the City. Direct access to an appropriate drop off site/enclosure shall be provided to ACO and/or Police Officers in the event staff are not immediately available to receive animals.

Scope of work:  To operate and provide to the City of Hot Springs an animal shelter; including all necessary buildings, structures, grounds, spaces and equipment, as well as provide other services, as may be necessary to receive, maintain, care for all animals that come within the legal animal control authority and responsibility of the City during the enforcement of our Animals and Fowl Ordinance. All animals found running at large in violation of any provision of City Ordinance shall be taken up by the Animal Control Officer and impounded in the animal shelter, and there confined in a humane manner for a period of not less than three (3) business days, entitling owners an opportunity to regain possession of their animal upon compliance with the vaccination and licensing provisions contained in City Ordinance and upon payment of any applicable fees and charges for services provided.

Animal Control Services are primarily provided by the City-employed Animal Control Officer, who operates under the direction of the Hot Springs Police Department. Animal control services are provided both by patrol and responding to citizen calls. Primary animal control service involves domesticated dogs and cats, but may at times include other animals.

Offeror shall present a monthly fixed fee billing rate inclusive of all expenses, the City is seeking an arrangement where the monthly fee remains firm and fixed for the term of the contract, including any renewals.

Sealed Proposals will be accepted until 5:00 PM, Friday, November 29, 2019 and are to be submitted to: John Gregory, City Administrator 303 N. River Street, Hot Springs, SD 57747. It is the intent of the City to open the sealed bids at the December 2nd City Council Meeting and to award the bid no later than the December 16th Council meeting. An annual contract will be drafted to begin effective January 1, 2020, however, the City reserves the right to adjust or modify this schedule.

City Offices to Be Closed Monday, Nov. 11 for Veterans Day

The City of Hot Springs will have several offices & properties closed in honor of Veterans Day on Monday, November 11, 2019. City Hall, the Mueller Civic Center, and the Hot Springs Public Library will all be closed as well as the Police Department and Municipal Airport offices.

Evans Plunge Mineral Springs, however, will be open normal business hours (6:00AM-8:00PM) and veterans and active duty military will be able to receive free admission to the Plunge. Southern Hills Golf Course is closed for the season.

County offices at the Courthouse will also be closed. Please visit http://fallriver.sdcounties.org/ for the latest info from the County. Also closed will be the Chamber of Commerce offices, which are located at the Mueller Civic Center.

Reminder: City of Hot Springs Snow Removal Policy

With recent snowfall in the Hot Springs area, the City of Hot Springs would like to remind residents of the snow removal policy. We have copied the text of the policy below, but it can also be found on the "FAQ" page of the City Website: https://www.hs-sd.org/city-government/faq/

Snow removal will start after the storm has ended unless conditions warrant earlier removal. Sanding will be up to the discretion of the driver and the City. City streets will be cleared to the curb or as close as possible.

The snow plows will make two (2) to three (3) passes on a street, driving lanes first. For proper snow removal and snow melt runoff, any and all obstructions must be removed from the city street prior to the beginning of snow removal.

Main Streets: Snow 2” or less will be removed from Chicago Street, North River Street and University Avenue only

High Use Routes: Snow 2” to 4” will be removed from Main Streets and the High Use Routes which include: Minnekahta Avenue, 23rd Street, Canton Avenue from 23rd to Evanston, Evanston to 6th Street, 6th Street from Detroit to Indianapolis, Galveston Avenue from 6th Street to the Truck Bypass, 14th Street from Galveston Avenue to Canton Avenue, Summit Road, Happy Hollow, 19th and 20th Streets from Truck Bypass to University and 5th Street, Clubhouse Drive, Meadowlark Drive from Clubhouse Drive to Hwy. 71

Hills: Streets that contain a noticeable grade

Snow 4” or more will be removed in order of: Main Streets, High Use Routes, Hills, and then all remaining streets.

Snow fall totals that result in a large windrow will be removed from the curb or pushed to corners and piled on Chicago, Jennings, from Chicago to North River, and North River only after all streets are cleared.

It is the responsibility of the City to clear the streets and in the process, driveways and cars will be blocked. It will not be the responsibility of the City to clear them. We will not and cannot clear driveways or any private property. We will not return if a car is moved after the streets are cleared.

We ask that all cars, trailers, campers, boats, etc. be removed from the streets to lessen the chance of personal property damage and to help us do a better job of snow removal.

As a reminder, City Ordinance, Title VII: Traffic Code, Chapter 70 section 70.09 (D) prohibits snow removed from driveways or parking lots from being deposited onto any public sidewalk or street, except where expressly permitted by the Street Superintendent, so please do not pile snow into these areas.

Free Dump Week Details - Sept. 30 through Oct. 4. 2020

The City of Hot Spring is offering residents the opportunity to dispose of household quantities of bulky items at the end of their useful life, such as appliances, furniture, junk, etc. free of charge. Proof of address is required for participation. Either a City of Hot Springs utility bill, or a piece of mail dated within the last 30 days is acceptable. Participants may also be asked to present ID.

Participants are allowed unlimited loads so long as the following conditions are met:

1. Proof of residency is established
2. Waste being disposed of is from residences only: waste from commercial activities will not be accepted
3. Participant is cooperative, respectful and unloads waste where directed by City employees
4. The City of Hot Springs will not accept the following: tires, paint, cardboard, clothing, plastic bags, paper or household trash.
5. The City will only accept air conditioners, refrigerators, and freezers that have been emptied of Freon and are appropriately tagged as such.

The City of Hot Springs retains the right to refuse free solid waste disposal if the above conditions are not satisfied.

Notice: Traffic Stop Light Outage 9/13/19 8AM-Noon

Black Hills Power has notified City Hall that from 8:00AM to 12:00PM on Saturday, September 14, 2019, they will be working on a project that will deactivate the traffic stop light at the intersection of University and Chicago Street in downtown Hot Springs during that timeframe.
A reminder: the intersection should be treated as a four-way stop during the time of this outage.

2019-Notice of Public Hearing intent to apply for CDBG for Water and Wastewater infastructure improvement with US Hwy 385-18 road reconstruction

City of Hot Springs

The City of Hot Springs expects to submit an application to the State of South Dakota for a Community Development Block Grant to make possible the Hot Springs Highway 385/18 Sewer and Water Replacement Project. The project will involve replacement of aging sewer and water mains, along with other related improvements. The City expects to apply for approximately $565,975.00 of CDBG funds to be used for the proposed project which will cost approximately $1,111,950.20.

A public hearing will be held at 7:15 P.M., on Monday, September 16, 2019, at the Mueller Center located at 801 South 6th Street in Hot Springs, SD. The purpose of the hearing is to receive comments from members of the community regarding the application.  The meeting is open to the public and interested persons are encouraged to attend.

Public comments will also be taken during this public hearing on the City of Hot Springs community development and housing needs.

Notice is further given to persons with disabilities that this hearing is being held in a physically accessible place and you must notify the above mentioned office at 605-745-3135 within 48 hours of the public hearing if you have special needs for which this agency will make arrangements.

City Offices Closed March 13, 2019 in Anticipation of Predicted Blizzard

The City of Hot Springs has determined to close City Offices (including City Hall, the Public Library, Mueller Center, and other city properties) on Wednesday, March 13, 2019 in anticipation of predicted blizzard conditions. As of 5:00pm Tuesday, no decision has been made about whether to close City Offices on Thursday. Please check back for further information.

According to the National Weather Service of Rapid City, SD, as of 4:00pm Tuesday:

"An approaching blizzard will have a major impact to the area Wednesday and Thursday."

First, a mix of precipitation (including rain, snow, sleet, and freezing rain) will move into south central SD Wednesday morning and continue into the afternoon before changing to snow. Snow will develop across northeastern Wyoming and western South Dakota Wednesday morning and continue into Wednesday night and Thursday morning.

Many locations will receive very heavy snow accumulations, with totals ranging from 10 to 30 inches. The highest amounts are expected across the northern Black Hills and southwest to south central South Dakota.

Additionally, very strong winds are expected, sustained at 30 to 50 mph, with gusts to 50 to 70 mph. This will create extremely hazardous travel conditions, with travel becoming very difficult to impossible across portions of western to south central South Dakota."
