The City of Hot Springs, South Dakota, will accept written proposals to furnish a location suitable and adequate to provide for the impoundment of stray animals that are apprehended by the Animal Control Officer or other proper authorities of the City. Direct access to an appropriate drop off site/enclosure shall be provided to ACO and/or Police Officers in the event staff are not immediately available to receive animals.
Scope of work: To operate and provide to the City of Hot Springs an animal shelter; including all necessary buildings, structures, grounds, spaces and equipment, as well as provide other services, as may be necessary to receive, maintain, care for all animals that come within the legal animal control authority and responsibility of the City during the enforcement of our Animals and Fowl Ordinance. All animals found running at large in violation of any provision of City Ordinance shall be taken up by the Animal Control Officer and impounded in the animal shelter, and there confined in a humane manner for a period of not less than three (3) business days, entitling owners an opportunity to regain possession of their animal upon compliance with the vaccination and licensing provisions contained in City Ordinance and upon payment of any applicable fees and charges for services provided.
Animal Control Services are primarily provided by the City-employed Animal Control Officer, who operates under the direction of the Hot Springs Police Department. Animal control services are provided both by patrol and responding to citizen calls. Primary animal control service involves domesticated dogs and cats, but may at times include other animals.
Offeror shall present a monthly fixed fee billing rate inclusive of all expenses, the City is seeking an arrangement where the monthly fee remains firm and fixed for the term of the contract, including any renewals.
Sealed Proposals will be accepted until 5:00 PM, Friday, November 29, 2019 and are to be submitted to: John Gregory, City Administrator 303 N. River Street, Hot Springs, SD 57747. It is the intent of the City to open the sealed bids at the December 2nd City Council Meeting and to award the bid no later than the December 16th Council meeting. An annual contract will be drafted to begin effective January 1, 2020, however, the City reserves the right to adjust or modify this schedule.
